With people going back to the villages, maybe they will take care of the rural education system. Is that a priority even? Maybe it's not a problem anymore but I do remember that some 10 years ago proper education was mostly for the rich people in China. I wonder if the word "infrastructure" includes schools in the modernization context.

Correct. One could even say that there is a direct correlation between growth and levels of education of the population. If China wants to become a true high-income country like its neighbors (South Korea, or Japan) then it must grow its education budget(which to be fair is already huge).

Continuous modernization of the countryside through education was already mentioned in the next Five Year plan draft.

Also these communities are starting to receive direct training by industry experts, i.e Agro-tech innovators and academics teaching farmers with video-chat on best practices.
